TDRL and sent to QTC Psych exam

My other half was separated from the military and put on TDRL for PTSD. He received a letter for a QTC exam for his PTSD. Just a quick question, does the psychiatrist give rating recommendations? Or do they just give the info they obtained to the examiner and they determine whether the current rating is appropriate or whether ir should be changed? Thank you in advance.

My understanding is that the doctor will have forms to fill out and notes to make. These will be sent to the VA and the VA raters will take over from there.  

You mentioned a current rating being changed. Is this what you and your spouse are trying to achieve? That is a different process, though basically with the same kind of appointments and information gathered.
